Ottawa to build new research-council facility in city

OTTAWA — Prime Minister Stephen Harper said Monday his government will build a new facility for the National Research Council in Winnipeg.

The announcement, part of a $5.8-billion infrastructure plan unveiled in a campaign-style stop in London, Ont., comes two years after the federal government refocused the direction of the National Research Council, laid off dozens of staff and gutted its presence in Winnipeg.
